Democratic Secrecy Theory: Implications for Nigerian Democracy And Development

Abstract

This work examines the theoretical concept of “Democratic Secrecy theory” in political theory making and research. The central concern of the paper rests on the attempt to demonstrate how the stated theory has implications in Nigeria’s incipient democracy and economic prosperity. Using primary and secondary data predicated on the Democratic Elitism theory, the work has attempted to show the contradiction between the necessity for secrecy in governance and the imperatives for the freedom of information law in Nigerian democratic dispensation. The paper argues that, the dilemmare main edlargely unresolved both institutionally and constitutionally. Finally, the paper recommends the immediate further qualitative and quantitative research so as to forestall a renewed confrontation betweent head vocates of accountability and opacity in governance in Nigeria
